ITANAGAR Apr 11: Arunachal Pradesh Chief Minister Dorjee Khandu has emphasized for
collective effort for all round development of the state. After laying the foundation

Emphasizing the importance of the road, the chief minister said since Dollungmukh situated in the border of Assam, the people were required to use Assam road to reach any part of the state. But after the completion of this road project, the locals of the area could use the internal road to reach the rest part of the state, Khandu added.
Giving light on various developmental activities taken up in the state including
the PM’s mega economic package, Khandu dwelt on maintaining transparency and accountability
while execution of the schemes. He mentioned about the third party monitoring initiated
by the state government which received accolades from Planning Commission. “Arunachal

brought glory to the state by winning the awards for Best Film, Best Visual Storytelling
and the Best Team runners-
The team, comprising of Doli Ete, Ditti Mugli, Mingkeng Osik, Rini Tasing, Kombong Darang and Neelam Raja battled it out with top teams from Cotton College (Guwahati), St. Anthony’s College (Shillong), Manipur University (Imphal), Guwahati University and the Assam Institute of Mass Communication & Media Research, which were among the 15 teams that participated in the festival.

Sources informed that the Quick Rescue Team (QRT) of army led by the CO (Offg) of the 26 MLI Lt. Col D.N. Mallick immediately rushed to the spot and conducted rescue operation. The Nurses of the Prayas run Wakro PHC also rushed to deliver medical assistance to the injured. The bodies of the deceased were brought to Tezu later in the evening, sources added.
Prompt action of the army jawans was appreciated by all. It is really inspiring to witness the humanitarian and timely action of the Army with genuine concern and adequate preparedness. The District Administration and the Police also responded and put in all out efforts to reach the people in distress.
Patil confers Padma Shri on Mamang Dai

ITANAGAR, Apr 11: All India Trinamool Congress, (AITC) Arunachal Pradesh has appealed to all the political parties of the state to oppose the NPF move in Arunachal Pradesh.
AITC Arunachal unit president Toko Sheetal in a release especially appealed to the ruling Congress party to lead the protest together with all other political parties in the state.
Expressing serious concern over the move of NPF, Sheetal said the people of Arunachal must awake and stop supporting such communal based political party in this peaceful land of rising Sun. She further said it will only create division of people on communal line but also mislead the mind set of normal people on communal basis which is not totally good for the future of state.
Expressing solidarity with the organizations which are raising their voice against such move, the AITC state unit president further said “we have to think for the peace, harmony, development and secure future of the state.”
GSU deplores NPF
Naga People’s Front (NPF) decision to start their Arunachal unit is fast turning into a highly emotive issue. After AAPSU, ANSU the Galo Students Union (GSU), another prominent student body of state has blasted the evil design of NPF. GSU while endorsing stand of AAPSU, termed NPF as communal political outfit which only cares for the interest of Naga people.
GSU General Secretary Pakmik Taipodia has advised NPF to stay away from Arunachal and let people of this state live peacefully. “Just because our government and political parties are silent, NPF should not take us for granted. Till our last drop of blood we will fight tooth and nail to stop NPF from starting their Arunachal unit,” said Pakmik Taipodia. He went on to add, “Let us make one thing clear to NPF that people of Tirap and Changlang are Arunachalee tribal citizen and they have no right form their Arunachal unit claiming people of these two districts are theirs. We will not accept such move to break Arunachal into pieces.”
GSU also warned people of Arunachal not to join NPF at any cost. “We urge upon the office bearer of NPF Arunachal unit to immediately leave their respective post or face wrath of Arunachalee citizens. For their personal motive, they should sell the soul of Arunachal to outsiders,” stated GSU.

District Consumers Redressal Forum penalize postal deptt
ITANAGAR, Apr 11: Taking cognizance of the fact that the Postal Department failed to deliver a calling letter and admit card to a man in time the Lohit District Redressal Forum castigated the Postal department and directed it to pay an amount of Rs.20,000 and additional amount of Rs.1,000 as litigation charge within one month.
While hearing on a complaint lodged by one Jibendu Shome, Forum in its judgment on April 9 pronounced that by failing to deliver the calling letter and admit card in time to its customer the Postal Department has committed deficiency of service.
Shome had filed a complaint before District Redressal Forum on Nov 10 stating that the Postal Department did not deliver him a calling letter and admit card for a job interview, and as a consequence he missed the opportunity to sit in the exam for a job which he had applied.
It took just two sitting for R.K.Sharma, Deputy Commissioner and President of the District Redressal Forum and member of the District Forum to dispose off the case against the Postal Department.
Jibendu Shome and thousands of public had no clue that their important mails (Pan cards, ATM cards, cheques, academic, official, personal letters, journals, magazine, insurance policy, money order, greeting cards were being stock pilled in a room of a Branch Post Office located in side the premise of Indira Gandhi Government College at Tezu, until the principal of the college Sanjay Khandu let the cat out of the bag on 12 May, which led to subsequent arrest of the erring Branch Postmaster Gopal Bhagat.

Its sad and hard fact that in our society there still prevails stigma and discrimination with regards to HIV/AIDS. Many a times HIV positive people are stigmatised and discriminated just because they got the infection. There are instances where even a highly qualified people also always link HIV/AIDS with immoral activities and end up with stigmatising HIV more.
There are four routes of HIV transmission namely: through unprotected sexual contact with an HIV infected partner, transfusion of HIV infected blood, sharing of HIV infected needles and syringes and through HIV infected mother to new born baby. There are also instances where people tend to deny their vulnerability to HIV whereas the fact is male or female, minor or adult, rich or poor, white or black, anybody is vulnerable to the infection. The main reasons for such denial and stigmatisation are the ignorance and inadequate information about HIV/AIDS.
'Coming Out' openly as positive itself poses several challenges. Formation of positive network involving the positive people is the only remedy. People Living with HIV (PLHIV) understand the feelings of fellow PLHIV better than any others. Therefore, PLHIV should play a greater role in all the issues such as positive prevention, treatment and care and support, stigma and discrimination.
It is in this direction that Arunachal Network of Positive People (ArNP+) has been formed with the initiative of Arunachal Pradesh State AIDS Control Society to work for the betterment of PLHIV in the state by involving them.
9th April 2011 may be marked as a Red Letter Day for the PHLIV of Arunachal Pradesh when a Resource Team from Indian Network of Positive People (INP+) namely L. Ramachandran, Regional Coordinator INP+ Guwahati and Ng Dinesh, President District Network of Positive People Manipur, arrived at Naharlagun to witness the official formation of ArNP+ and also to impart training to members of newly formed ArNP+. Dr. Emi Rumi, Project Director APSACS attended the gathering as the Chief Guest while Dr. Riken Rina, Jt. Director Basic Services APSACS and ART in Charge, General Hospital, Naharlagun attended the meeting as special invitees. With the formation of ArNP+, a new dawn has set on the land of Arunachal Pradesh for the people living with HIV/AIDS.
The basic aims of the formation of ArNP+ is to increasingly involve the PLHIV in the SACS and work together in policy and program making so that an enabling environment may be created for PLHIV to come out open with their status. NEITCO conducts vocational training prog
ITANAGAR, Apr 11: In its effort to provide meaningful support and practical inputs to the youth of the state, the North Eastern Industrial and Technical Consultancy Organization Ltd (NEITCO) conducted a six months residential practical training programme on Hairstyling and Beauty Care at Guwahati from August 2010. 23 unemployed women of Arunachal Pradesh were trained in the programme which was sponsored by North Eastern Council (NEC). Addressing the valedictory function of the programme held at conference hall of Udyog Sadan, Itanagar on April 7, J. Jhumdim, Advisor (Planning), NEC, appreciated the activities of NEITCO. While lauding the entrepreneurship skill of Arunachalee women, he assured of more specialized training programme to them so that they can set up beauty care and manufacturing units in the state.
Arijit Bhattacharjee, CEO of NEITCO highlighted about the programme and appreciated the discipline and punctuality maintained by the trainees during the six months training and exposure tour to Delhi and Kolkata.
Padmshree Mamang Dai in her address called upon the women entrepreneurs of the state to play a pivotal role in developing rural economy of the state by taking up various small scale industries. Women could shoulder responsibility in promoting tourism such as home stay and echo tourism, she further said.
Amongst others who spoke on the occasion were P K Behera, State Director, KVIC, S. Dev, CEO, KVIB, Tsering Thongdok, MD, Arunachal Pradesh Apex Bank and S K Dutta,Jt Director of Industries, Itanagar. SLF, however, informed that another case filed on February 25 last against six Inspectors appointed in Tax and Excise Department has been registered.
Meanwhile, Arunachal RTI Activists Forum (ARTIAF) has demanded removal Yeshe Dorjee Thongchi from APIC Chief Commissioner’s post for allegedly indulging in nepotism and favoritism in appointment.
“The very motto of having a transparent Information Commission was lost with the appointment of YD Thongchi as he has been alleged to have practised nepotism by illegally appointing people known to him,” ARTIAF said in its memorandum to Chief Minister. The Forum also submitted a copy of memorandum to the Governor.
The Forum threatened to launch democratic agitation in case of failure of the Govt to fulfill its demands within 15 days.
It also appealed the Govt to lower the prescribed rate for furnishing copies of the documents under RTI Act from Rs 10 to Rs. 2 per page in the greater interest of common people.

ITANAGAR, Apr 11: Former minister and Arunachal Pradesh Mahila Congress Committee (APMCC) president Yari Dulom expressed shock over sudden demise of B M Paul, Treasury Officer, Daporijo on April eight.

APPSC and autonomous colleges

I would like to point out a very serious problem faced by graduates of autonomous
technical colleges vis-
The problem is that the commission accepts educational certificates signed/ issued by university authorities only.
It is evident that the commission accepts certificates issued as per university pattern only. Under this pattern, affiliated colleges have no academic autonomy and the parent university prescribes its courses of study, conducts examination, declares results and issues all certificates.
But there are autonomous colleges/ institutes where instead of university pattern autonomous pattern is followed. Under autonomous pattern, all autonomous colleges are given complete academic autonomy by the parent university as per provision under National Education Policy 1986 and UGC guidelines on autonomous colleges. These colleges are allowed to prescribe their own courses of study, conduct examination, declare result and issue all certificates except approved degree certificate which is given by the university in convocation. Under this system, the autonomous colleges are required to adopt semester system and follow continuous evaluation of students’ performance. Hence, these colleges issue grade cards instead of conventional marksheets. And under this pattern, the Dean (academics) is the authorised signatory on grade cards and provisional degree certificates.
But in spite of the facts stated above, the grade cards and provisional degree certificates issued by the Dean of such colleges are rejected by the commission. The commission has been insisting the students with such certificates to get the same countersigned by university authority/ bring afresh issued by university authority. This creates a very awkward position for a candidate as the candidate can neither approach the college authority nor the university to issue certificate as suggested as the certificates have already been issued by the competent authority as per rule.
Till the other day, being a product of J.N.C. Pasighat, I also had a mindset that an autonomous college issuing certificates of its own is indigestible. But on updating myself on the issue, it is found that the present trend in universities/ educational institutions favour more and more for academic autonomy advocating semester system where there is grade card for achieving academic excellence.
The above issue has given me an impression that there might be some rule/instruction prohibiting the commission to accept certificates issued under autonomous pattern. If there is one, it needs to be made public so that the aggrieved may seek redressal. This is very urgent as the commission is going to conduct a series of recruitment examinations and many candidates with such certificate will apply.
I clarity that my intention is neither to question its wisdom nor its autonomy. But I simply feel that what is being done as per provision of National Education Policy and UGC guidelines should prevail.

Too many issues
Dear Editor,
I'd like to put down few of my views in-
It's good to see that finally the eyes of our Education dept are open. Everyone including me was really shocked when I saw our state in 2nd last position in literacy rate, just above Bihar.
As I've been pointing out that our Govt. is doing nothing for education sector. Even during the assembly sessions, there was no proper discussions over education. And in the Budget plan also, there were investments on security, infrastructure, tourism etc. but nothing important for education dept.
And now, our education minister is planning to hand over the defunct govt schools to the private missionaries, instead of renovating and reconstructing them. Most of these schools are neglected and in remote villages, where most of the people are poor. Then how do you think they can afford these schools?
Moreover, talking about the Student unions, have you ever seen a student union president, GS or any other member attending their college regularly? Instead they are seen around some Govt. offices or around Market places on their cars, and attending some functions, as if they are some VVIPs. But don't forget, they are just students like us. How do they actually pass their exams? Don't they get expelled for low attendance.

reminding about how helpless and ignorant our Govt' is. Whether it is PDS scam, NSCN
threat, Communal clashes, CHR, Illegal appointments or the recent MMS scandal, our

topic come up. As pointed out by Taba Ajum, we should feel ashamed of calling ourselves

My heart bleeds
Dear Editor,
I would like to share my feeling and reaction to the news regarding the illegal appointments published on March 28.
Being an unemployed postgraduate of the state my heart bled! It is still bleeding. Where have I gone wrong?
Why couldn’t I be a the beneficiary of the 2000 jobs that was distributed ? Still struggling even after the dozens of certificates I hold. Where did I go wrong?
Yes it would be a lie if I or any unemployed person will say we did not know of the existence of the backdoor business.
But looking at the news, my heart bleeds and this time not for my helplessness but of thousands of kids whose future is at stake, for a huge loss of revenues that the unqualified low quality human capital is going to cause and the same circle of backwardness, corruption and all ills that everyone is going face for many more years to come!
It pains me deeply, so badly that my heart just dont stop bleeding!
